Senior Vice President – Head of Global Health, RGA

John Rutherford is Senior Vice President – Head of Global Health, where he leads RGA’s global, multidisciplinary team of health specialists. The group supports health initiatives around the globe, with a primary focus on medical reimbursement benefits.

John is based in London and has worked at RGA for more than 20 years, dedicating more than a dozen years to health and medical business lines. He began his career in the U.K. direct insurance market before transitioning to reinsurance in 1997. He was among the founding members of RGA’s U.K. office and held senior roles at the RGA South Africa office, including serving as Chief Actuary of the international health business. In 2018, John returned to the U.K. to become Vice President and Chief Actuary, Global Health. 

John brings a wide range of experience across multiple insurance products and has specialized in the international and global health markets since 2007. 

John is a qualified actuary with the Institute of Actuaries in the United Kingdom.

Colin Weston is Vice President and Head of Global Health Claims. Based in London, Colin is responsible for the management of health claims and setting the guidelines and standards relating to medical business.

Prior to joining RGA, Colin worked as the Chief Claims Officer for European Specialty Group Reinsurance Ireland Ltd., where he was primarily responsible for running the books for international medical and health reinsurance, including North American-specific and -aggregate medical.

Colin is a member of the Association of Medical Expenses Insurers and has served as a member of a U.K. Industry Working Party on Electronic Data Interchange.

Simon Dreyer joined RGA in July 2018 as a Senior Health Actuary in the Global Health Team and became Vice President and Chief Actuary of Global Health in July 2019.

Prior to joining RGA, from 2006 to 2012 Simon was a health pricing actuary for a number of South African health funds. From 2013  he headed a healthcare analytics team focusing on provider profiling and quality measurement, and later he led a larger team incorporating risk stratification of insured lives. 

Simon graduated with a degree in Business Science Actuarial Science with honours from the University of Cape Town in 2002, and he became a Fellow of the Institute of Actuaries and the Actuarial Society of South Africa in 2006.

Dr. Steve Woh is Chief Medical Officer for the Global Health team. He is responsible for providing medical underwriting insight and analysis, as well as health insurance thought leadership. Steve also serves as a claims manager, assisting the Head of Global Health Claims in delivering best practice guidelines and standards for claims adjudication.

Steve joined RGA in 2017 as Director of Heath Claims Management for the Southeast Asia markets, where he worked closely with clients to develop claims solutions. He began his career in 2006 as a clinician with professional training in anesthesia and critical care. He has been in the insurance industry since 2012, working with multinational insurers as a medical advisor, claims trend analyst, and cost containment strategist.

Steve received a Bachelor of Medicine, Bachelor of Surgery (MBBS) degree  from International Medical University, Kuala Lumpur, Malaysia.

Emma Wilkins is Research and Proposition Manager, Global Health, and is based at the RGA Hong Kong office. Prior to her current role, Emma was RGA Head of Health –Southeast Asia Markets, and worked across Southeast Asia markets to build and develop RGA’s health reinsurance business through the delivery of high-quality and sustainable products, solutions and services to RGA’s partners. Emma joined RGA in April 2017.   

Emma has more than 20 years of life, health and medical claims management and product design experience gained from working in the U.K., South Africa and, more recently, in the Asia Pacific region, where she has been based for the last six years. She has held several senior reinsurance roles, and served as Group Strategic Claims lead for two years at direct insurer AIA, where her time was equally split between Hong Kong and Thailand. 

Emma is passionate about using her expertise in managed care and health intervention strategies to develop medical products and services that improve the value proposition of insurance, reduce the protection gap through increased accessibility, and improve the overall customer experience.

Raajeev Bhayana is Chief Underwriter on RGA's Global Health team. Based in Singapore, he provides underwriting and product development support for health initiatives in RGA’s key markets, and he is also responsible for helping drive RGA’s health underwriting philosophy globally.

Raajeev has more than 17 years of insurance experience gained across multiple markets,  including in the United States, the United Kingdom, India, Sri Lanka, and Southeast Asia. His broad health insurance background covers case underwriting, product development, underwriting guideline design, audits, training, and medical claims adjudication.

Prior to joining RGA, Raajeev worked for Swiss Re in underwriting and audit roles, where he was responsible for the development of a global health underwriting manual.

Raajeev received a Bachelor of Pharmaceutical Sciences degree and is an Associate of both the Academy of Life Underwriting (AALU) and the Life Management Institute (ALMI).

Sara Hammond is Operations and Project Manager, Global Health. Based in London, she provides operations and administration support for health initiatives in RGA’s key markets, and she is also responsible for helping drive RGA’s health administration standards and services globally.

Sara has extensive insurance experience in multiple markets and business functions, including operations, claims, customer service, and project management. Her broad insurance background includes health, property and casualty, trade credit, political risk, and life insurance. 

Sara is a Member of the Chartered Institute of Personnel and Development (MCIPD).

Michael Edge is a Senior Health Actuary, Global Health, for RGA. He joined the company in 2013 as a healthcare actuary based in Cape Town, South Africa. Michael’s primary function is supporting and growing RGA's health reinsurance business while helping clients make their health insurance business more successful.

Prior to joining RGA, Michael gained extensive life insurance experience, mainly in South Africa and in the U.K., and he has worked in the health insurance field since 2008.

Michael received a Bachelor of Business Science (BBusSc) in actuarial science and is a Fellow of the Institute of Actuaries (FIA) and a Fellow of the Actuarial Society of South Africa (FASSA).

Konrad Kuc is Regional Health Actuary for Asia, supporting RGA’s local teams in writing medical reimbursement products. He provides input on pricing, product design, and initiatives to grow the health business. Based in Singapore, Konrad is also responsible for developing RGA’s regional pricing guidelines. 

Konrad has 12 years of experience in several healthcare insurance markets. He set up the initial actuarial infrastructure for health business in RGA’s Middle East and China offices, and provided support on key quotes and training for the Southeast Asia market. More recently, Konrad led a cross-functional team to develop HELIX, RGA’s system for processing health data and monitoring health business.

Konrad received a Bachelor of Business Science (BBusSC) and is a qualified Fellow of the Actuarial Society of South Africa (FASSA). He has also served as lecturer for the Actuarial Specialist Topic on Health at the University of Cape Town between 2016 and 2018.

Boldwin Moyo is Health Actuary for RGA’s Global Health Team. He joined the company in 2016 as an actuarial analyst before being named to his current position. He is also HELIX Lead, responsible for leading the implementation of RGA’s system for processing data and monitoring health business. Boldwin is based in Cape Town, South Africa. 

Prior to joining RGA, Boldwin worked as an actuarial consultant, performing pricing and valuations of health and general insurance, and in implementing insurance administration systems.

Boldwin received a Bachelor of Communications from the National University of Science and Technology (ZW), and is a Fellow of the Institute and Faculty of Actuaries (FIA).
